They examined the sales trends of luxury vehicles and others not included in the CARS program on purpose to compare data. They ALSO examined the sales trends of the vehicles included in the program, as stated when they compared the ineligible vehicles to the total SAAR. Then they went back to historical statistics and compared the findings from both examinations, and the results are as shown in this statement and in the link I provided below.
